The General Assembly of the National Presbyterian Church (translator’s note: name subsequently changed to Presbyterian Church in America), being fully aware of the widespread notice being given to the question of the work of the Holy Spirit today, offers the following pastoral letter addressed to its churches:

The General Assembly rejoices in all evidences of new life in Christ’s body.  It prays earnestly that the spirit which Christ has poured out on His church may continue to affect radically the lives of men throughout the world.

At the same time, the General Assembly would express concern over an increasing emphasis on experience-centered criteria as they are applied to the life of God’s people.  The General Assembly would encourage the church as a whole to take most seriously its commitment to the Scriptures as the “only infallible rule of faith and practice (Book of Church Order, 22-5), particularly as Scripture relates to current questions within the church.

In seeking to provide guidelines from Scripture to questions relating to the church’s experience of the Holy Spirit, the General Assembly would offer the following observations:

I.  Concerning the Baptism of the Holy Spirit 论圣灵的洗

Baptism of the Holy Spirit was promised by Joel and other prophets in the Old Testament (1) as well as by John the Baptist and our Lord in the New Testament((2).  It found its fulfillment at Pentecost(3).  While public and external manifestations of the baptism of the Holy Spirit occurred on occasion in the Apostolic Age(4), Scripture teaches that the normal experience of the4 Spirit’s baptism coincides with regeneration (5).  It is therefore not to be viewed as a second blessing or a special work of grace enjoyed by some but not by all Christians(6).  The initial reception of Christ by faith is not to be separated from the total impartation of the Person of the Holy Spirit(7).

²⁸ “And afterward, I will pour out my Spirit on all people. Your sons and daughters will prophesy,  your old men will dream dreams,  your young men will see visions.
²⁹ Even on my servants, both men and women,  I will pour out my Spirit in those days.”

2:28	以后，我要将我的灵浇灌凡有血气的。你们的儿女要说预言，你们的老年人要做 异梦，少年人要见异像。

²⁶ I will give you a new heart and put a new spirit in you; I will remove from you your heart of stone and give you a heart of flesh. ²⁷ And I will put my Spirit in you and move you to follow my decrees and be careful to keep my laws.

36:26	我也要赐给你们一个新心，将新灵放在你们里面。又从你们的肉体中除掉石心， 赐给你们肉心。
36:27	我必将我的灵放在你们里面，使你们顺从我的律例，谨守遵行我的典章。

 

Ezekiel 《以西结书》 37:14

¹⁴ “I will put my Spirit in you and you will live, and I will settle you in your own land. Then you will know that I the LORD have spoken, and I have done it, ” declares the LORD.

我必将我的灵放在你们里面，你们就要活了。我将你们安置在本地，你们就知道 我耶和华如此说，也如此成就了。这是耶和华说的。

 

(2)  John 《约翰福音》 7:37-39

³⁷On the last and greatest day of the Feast, Jesus stood and said in a loud voice, “If anyone is thirsty, let him come to me and drink. ³⁸Whoever believes in me, as the Scripture has said, streams of living water will flow from within him. ” ³⁹By this he meant the Spirit, whom those who believed in him were later to receive. Up to that time the Spirit had not been given, since Jesus had not yet been glorified.

7:37	节期的末日，就是最大之日，耶稣站着高声说：人若渴了，可以到我这里来喝！
7:38	信我的人，就如经上所说：‘从他腹中要流出活水的江河来。’”
7:39	耶稣这话是指着信他之人要受圣灵说的。那时还没有赐下圣灵来，因为耶稣尚未 得着荣耀。

⁴On one occasion, while he was eating with them, he gave them this command: “Do not leave Jerusalem, but wait for the gift my Father promised, which you have heard me speak about. ⁵For John baptized with water, but in a few days you will be baptized with the Holy Spirit. ”
⁶So when they met together, they asked him, “Lord, are you at this time going to restore the kingdom to Israel? ”
⁷He said to them: “It is not for you to know the times or dates the Father has set by his own authority. ⁸But you will receive power when the Holy Spirit comes on you; and you will be my witnesses in Jerusalem, and in all Judea and Samaria, and to the ends of the earth. ”

Unless I go away, the Counselor will not come to you; but if I go, I will send him to you. ⁸When he comes, he will convict the world of guilt in regard to sin and righteousness and judgment: ⁹in regard to sin, because men do not believe in me; ¹⁰in regard to righteousness, because I am going to the Father, where you can see me no longer; ¹¹and in regard to judgment, because the prince of this world now stands condemned.
^{12 “}I have much more to say to you, more than you can now bear. ¹³But when he, the Spirit of truth, comes, he will guide you into all truth. He will not speak on his own; he will speak only what he hears, and he will tell you what is yet to come. ¹⁴He will bring glory to me by taking from what is mine and making it known to you. ¹⁵All that belongs to the Father is mine. That is why I said the Spirit will take from what is mine and make it known to you.

and they will prophesy.
¹⁹I will show wonders in the heaven above
and signs on the earth below,
blood and fire and billows of smoke.
²⁰The sun will be turned to darkness
and the moon to blood

²¹And everyone who calls
on the name of the Lord will be saved.’”

¹When the day of Pentecost came, they were all together in one place. ²Suddenly a sound like the blowing of a violent wind came from heaven and filled the whole house where they were sitting. ³They saw what seemed to be tongues of fire that separated and came to rest on each of them. ⁴All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them

2:1	五旬节到了，门徒都聚集在一处。
2:2	忽然，从天上有响声下来，好像一阵大风吹过，充满了他们所坐的屋子；
2:3 2:4	又有舌头如火焰显现出来，分开落在他们各人头上。 他们就都被圣灵充满，按着圣灵所赐的口才说起别国的话来。

 

Acts 《使徒行传》 8:14-17

¹⁴When the apostles in Jerusalem heard that Samaria had accepted the word of God, they sent Peter and John to them. ¹⁵When they arrived, they prayed for them that they might receive the Holy Spirit, ¹⁶because the Holy Spirit had not yet come upon any of them; they had simply been baptized into the name of the Lord Jesus. ¹⁷Then Peter and John placed their hands on them, and they received the Holy Spirit.

8:14	使徒在耶路撒冷听见撒马里亚人领受了神的道，就打发彼得、约翰往他们那里去。
8:15	两个人到了，就为他们祷告，要叫他们受圣灵。
8:16	因为圣灵还没有降在他们一个人身上，他们只奉主耶稣的名受了洗。

Acts《使徒行传》10:44-48

⁴⁴While Peter was still speaking these words, the Holy Spirit came on all who heard the message. ⁴⁵The circumcised believers who had come with Peter were astonished that the gift of the Holy Spirit had been poured out even on the Gentiles. ⁴⁶For they heard them speaking in tongues and praising God.
⁴⁷Then Peter said, “Can anyone keep these people from being baptized with water? They have received the Holy Spirit just as we have.” ⁴⁸So he ordered that they be baptized in the name of Jesus Christ. Then they asked Peter to stay with them for a few days.

10:44	彼得还说这话的时候，圣灵降在一切听道的人身上。
10:45	那些奉割礼和彼得同来的信徒，见圣灵的恩赐也浇在外邦人身上，就都希奇，

⁶When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues and prophesied. ⁷There were about twelve men in all.

19:7	一共约有十二个人。

 

(5) Titus 《提多书》 3:5

⁵he saved us, not because of righteous things we had done, but because of his mercy. He saved us through the washing of rebirth and renewal by the Holy Spirit.   

3:5	他便救了我们，并不是因我们自己所行的义，乃是照他的怜悯，借着重生的洗和 圣灵的更新。

Romans 《罗马书》8:9

⁹You, however, are controlled not by the sinful nature but by the Spirit, if the Spirit of God lives in you. And if anyone does not have the Spirit of Christ, he does not belong to Christ.

8:9	如果神的灵住在你们心里，你们就不属肉体，乃属圣灵了。人若没有基督的灵， 就不是属基督的。

 

I Corinthians 《哥林多前书》 chapters 12-13章

³Therefore I tell you that no one who is speaking by the Spirit of God says, “Jesus be cursed,” and no one can say, “Jesus is Lord,” except by the Holy Spirit.

12:3	所以我告诉你们：被神的灵感动的，没有说耶稣是可咒诅的；若不是被圣灵感动的，也没有能说耶稣是主的。

³⁴For the one whom God has sent speaks the words of God, for God gives the Spirit without limit.

II.         Concerning Life in the Spirit 论圣灵里（随从圣灵）之生命

Life in the Spirit begins with regeneration(8).  The first manifestation of this life is the believer’s calling on the name of the Lord for salvation(9).  Assurance of salvation is not based on any experience, but on the Word of God that promises eternal life to all who believe(10).  This assurance is to be cultivated by the continual use of the means of grace(11).

在圣灵里的生命﹐乃是从重生开始(8)。这新生命的第一个外在表示﹐就是信徒呼求主的名﹐以致得救(9)。得救的确据﹐不是建立在经验的基础上﹐乃是建在神的话上﹔神的话应许所有信的人必得永生(10)。人透过善用恩具 (译者注﹕即

(8) Colossians 《歌罗西书》 2:13

¹³When you were dead in your sins and in the uncircumcision of your sinful nature, God made you alive with Christ. He forgave us all our sins.

2:13	你们从前在过犯和未受割礼的肉体中死了，神赦免了你们一切过犯，便叫你们与 基督一同活过来。

¹As for you, you were dead in your transgressions and sins, ²in which you used to live when you followed the ways of this world and of the ruler of the kingdom of the air, the spirit who is now at work in those who are disobedient. ³All of us also lived among them at one time, gratifying the cravings of our sinful nature and following its desires and thoughts. Like the rest, we were by nature objects of wrath. ⁴But because of his great love for us, God, who is rich in mercy, ⁵made us alive with Christ even when we were dead in transgressions–it is by grace you have been saved.

2:1	你们死在过犯罪恶之中，他叫你们活过来。
2:2	那时，你们在其中行事为人，随从今世的风俗，顺服空中掌权者的首领，就是现 今在悖逆之子心中运行的邪灵。

¹³for, “Everyone who calls on the name of the Lord will be saved.”
¹⁴How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them?

10:13	因为「凡求告主名的，就必得救。」
10:14	然而人未曾信他，怎能求他呢？未曾听见他，怎能信他呢？没有传道的，怎能听 见呢？

¹⁷For he received honor and glory from God the Father when the voice came to him from the Majestic Glory, saying, “This is my Son, whom I love; with him I am well pleased. ” ^{[1] 18}We ourselves heard this voice that came from heaven when we were with him on the sacred mountain.  ¹⁹And we have the word of the prophets made more certain, and you will do well to pay attention to it, as to a light shining in a dark place, until the day dawns and the morning star rises in your hearts.

1:17	他从父神得尊贵荣耀的时候，从极大荣光之中有声音出来向他说：「这是我的爱 子，我所喜悦的。」

III.    Concerning the Filling of the Spirit 论圣灵的充满

The filling of the Spirit denotes the dominion of Christ in our lives and occurs when one is led willingly by the Word through which the Spirit works(12).  By their subjection to the Word of Scripture, believers grow in grace and the benefits of the redemption they receive freely through Christ(13).  The evidence of this spiritual growth is seen in the fruits of the Spirit, which is proof of their abiding in Christ and his Word abiding in them(14).  By the filling of the Spirit they are enabled to speak the truth of Christ with great boldness(15).

The Scripture commands every Christian to be filled continually by the Holy Spirit, and to grow spiritually by obedience to God’s Written Word and the proper use of the means of grace(16).  When we neglect or ignore His Word or are disobedient to it, we are guilty of quenching and grieving the Holy Spirit(17).

圣灵充满的意思﹐就是基督在我们的生命中掌权﹔当信徒甘心愿意让圣灵﹐透过神的话﹐带领他时﹐就是被圣灵充满了。(12)信徒透过顺服《圣经》神的话在恩典中长进﹐也越多得到在基督里救赎白白带来的好处(13)。这种灵命的长进﹐可从圣灵的果子看出﹔这果子是信徒们常住在基督里﹐和基督的话常住在他们里的明证(14)。他们因被圣灵充满而得到能力﹐大大放胆地传讲基督的真理(15) 。

《圣经》吩咐每一位基督徒要不断地被圣灵充满﹐并透过顺服神的成文话语 –《圣经》 — 和善用恩具在灵里长进(16)。当我们忽略神的话﹐或不遵守神的

话时﹐我们就犯了消灭圣灵的感动﹐使圣灵担懮的罪了(17) 。

²⁵Since we live by the Spirit, let us keep in step with the Spirit.

²⁵Therefore each of you must put off falsehood and speak truthfully to his neighbor, for we are all members of one body. ²⁶ “In your anger do not sin”: Do not let the sun go down while you are still angry, ²⁷and do not give the devil a foothold. ²⁸He who has been stealing must steal no longer, but must work, doing something useful with his own hands, that he may have something to share with those in need. ²⁹Do not let any unwholesome talk come out of your mouths, but only what is helpful for building others up according to their needs, that it may benefit those who listen. ³⁰And do not grieve the Holy Spirit of God, with whom you were sealed for the day of redemption.

4:25	所以你们要弃绝谎言，各人与邻舍说实话，因为我们是互相为肢体。

I Thessalonians 《帖撒罗尼迦前书》 5:19-22

¹⁹Do not put out the Spirit’s fire; ²⁰do not treat prophecies with contempt. ²¹Test everything. Hold on to the good. ²²Avoid every kind of evil.

5:19	不要消灭圣灵的感动，
5:20	不要藐视先知的讲论；
5:21	但要凡事察验，善美的要持守，
5:22	各样的恶事要禁戒不做。

 

1. Concerning the Gifts of the Spirit 论圣灵的恩赐

Spiritual gifts are granted to every believer by the Holy Spirit, which apportions to each Christian “individually as He wills”(18).  Christians are to use these gifts to serve Christ in the work of His kingdom and for the edification of the body of Christ (19).  All true believers receive some spiritual gift or gifts (20).  No spiritual gift is to be despised, nor is it to be misused to bring glory to any other than to Christ (21).  Specific spiritual gifts noted in Scripture are found in the following passages: Romans 12:3-8; 1 Corinthians 12:8-10; 1 Corinthians 12:28; Ephesians 4:11-16.

Some spiritual gifts plainly have ceased, such as the founding office of apostle.  Others are obscure and cannot be clearly defined, such as “helps.”  Others are clearly seen today, such as “teaching” and “giving.”  Some have received undue prominence in recent days, such as “tongues,” “working of miracles” and “healing.”

圣灵的恩赐乃是圣灵赐予每一位信徒的﹔圣灵个别地﹐按照祂的意旨分配恩赐给每一位基督徒(18)。基督徒理当善用这些恩赐来服侍基督﹐在祂的国度里事奉﹐以造就基督的身体(19)。所有真信徒都领受了一项或多项恩赐(20)。我们不可藐视任何一样恩赐﹐也不可误用任何恩赐来荣耀人﹐不荣耀基督(21)。《圣经》里具体列出的圣灵恩赐记载在下列经文﹕《罗马书》12﹕3-8﹔《哥林多前书》12﹕8-10﹔《哥林多前书》12﹕28﹔《以弗所书》4﹕11-16。

有些圣灵的恩赐明显地已停止﹐例如使徒创立教会的职份。其他有些不甚突出﹐定义不明显﹐如「帮助人的」恩赐。另一些恩赐在今天明显可见﹐如﹕教导﹐

施予等。有些恩赐在今天太被重视﹐如﹕「说方言」﹐「神迹奇事」 ﹐「医治」 等。

1. Tongues 说方言

It seems evident that the tongues described in Acts 2 were foreign languages known to the hearers there present.  It is more difficult, however, to resolve the question of the exact nature of the tongues mentioned elsewhere in the New Testament.  It is also difficult to determine with certainty the relationship of the modern tongues phenomenon to the New Testament experience.  The General Assembly suggest, however, that:

1. Any view of the tongues as experienced in our time which conceives of it an experience by which revelation is received from God is contrary to the finalized character of revelation in Scripture;
2. Any view of tongues which sees this phenomenon as an essential sign of the baptism of the Spirit is contradictory to Scripture; and

1. Any practice of the tongues phenomenon in any age which causes dissension and

division within the body of Christ or diverts the church from its mission is contrary to the purpose of the Spirit’s gifts.

《使徒行传》第二章所描述的方言﹐明显地是一些当时在场的听者能分辨的外国语言。至于新约《圣经》其他地方所提到的方言的本质是什么﹐要解决这个问题就困难多了。要确定现今的方言现象与新约时代的方言经历之间的关系﹐也不是容易的事。不过﹐本会提议﹕

1. Miracles 神迹奇事

Much discussion and debate continue throughout the church of Christ on the subject of miracles.  In the Scripture certain clusters of miracles were associated with various servants of God and related to the giving of revelation, such as Exodus 4:1-9; 1 Kings 17:23-24; John 2:11; 3:2.  Such miracles were signs by which God communicated divine truth or confirmed that the speaker indeed spoke from God.  These miracles related to revelation have ceased, since revelation was completed with the closing of the Canon in the New Testament era.

Scripture also uses the term “miracle” or wonder to describe the acts of God in all areas of creation and providence (22).  The power of God in response to believing prayer to work wonders and to heal the sick cannot be limited (23).  Such wonders certainly do continue to this day, and are all for the glory of God and not man.

Finally, the General Assembly would speak a word of caution against an obsession with signs and miraculous manifestations which is not indicative of a healthy church, but of the opposite (24).  The Spirit provides all that is necessary for the equipping of the saints through His presence and power in the lives of the regenerate (25).  The true basis of faith and spiritual growth is the work of the Holy Spirit in believers as they are made subject to His written Word, which is sufficient itself for spiritual growth to complete maturity (26).

The General Assembly would also urge a spirit of forbearance among those holding different views regarding the spiritual gifts as they are experienced today (27).

最后﹐本会必须发出警告﹐狂热关注神迹奇事不是一个健康教会的指标﹐而是指出教会不健康(24)。圣灵透过住在重生得救的人心里﹐并赐他们能力﹐已供给了装备圣徒所需的一切了(25)。信心与灵命长进的真正基础﹐乃是圣灵在顺服《圣经》的信徒生命里的工作﹔《圣经》是神的话﹐本身足够使人灵命长进﹐达至成熟(26)。

I Corinthians 《哥林多前书》 1:22, 23

²²Jews demand miraculous signs and Greeks look for wisdom, ²³but we preach Christ crucified: a stumbling block to Jews and foolishness to Gentiles.

I Corinthians 《哥林多前书》 14:22

²²Tongues, then, are a sign, not for believers but for unbelievers; prophecy, however, is or believers, not for unbelievers.

这样看来，说方言不是为信的人作证据，乃是为不信的人；作先知讲道不是为 不信的人作证据，乃是为信的人。

 

II Thessalonians 《帖撒罗尼迦后书》 2 :9-12

⁹The coming of the lawless one will be in accordance with the work of Satan displayed in all kinds of counterfeit miracles, signs and wonders, ¹⁰and in every sort of evil that deceives those who are perishing. They perish because they refused to love the truth and so be saved. ¹¹For this reason God sends them a powerful delusion so that they will believe the lie ¹²and so that all will be condemned who have not believed the truth but have delighted in wickedness.

2:9	这不法的人来，是照撒但的运动，行各样的异能、神迹和一切虚假的奇事，
2:10	并且在那沉沦的人身上，行各样出于不义的诡诈，因他们不领受爱真理的心， 使他们得救。
2:11	故此，神就给他们一个生发错误的心，叫他们信从虚谎，
2:12	使一切不信真理、倒喜爱不义的人都被定罪。

(27) Romans 《罗马书》 14:10-13

¹⁰You, then, why do you judge your brother? Or why do you look down on your brother? For we will all stand before God’s judgment seat. ¹¹It is written:
“‘As surely as I live,’ says the Lord,
‘every knee will bow before me;
every tongue will confess to God.’” ^[1]

¹²So then, each of us will give an account of himself to God.
¹³Therefore let us stop passing judgment on one another. Instead, make up your mind not to put any stumbling block or obstacle in your brother’s way.

14:10		你这个人，为甚么论断弟兄呢？又为甚么轻看弟兄呢？因我们都要站在神的台 前。
14:11		经上写着：「主说：我凭着我的永生起誓，万膝必向我跪拜，万口必向我承认。」
14:12		这样看来，我们各人必要将自己的事在　神面前说明。
14:13		所以我们不可再彼此论断，宁可定意，谁也不给弟兄放下绊脚跌人之物。

Romans 《罗马书》 15:7

⁷Accept one another, then, just as Christ accepted you, in order to bring praise to God.

15:7	所以你们要彼此接纳，如同基督接纳你们一样，使荣耀归与　神。

4:8	最要紧的是彼此切实相爱，因为爱能遮掩许多的罪。
